Bedford Borough Council produced their version of the Education (School Teacher Appraisal) Regulations 2012. The circular supporting the proposals states, “The Education (School Teacher Appraisal) Regulations 2012 replace the 2006 Education (School Teacher Performance Management) Regulations with effect from 1 September 2012.” Technically correct.
The circular then says, “The 2012 Regulations give schools the freedom to design appraisal arrangements to suit their individual needs and provide a minimum national framework within which schools should operate.” This gives schools permission to design their own appraisal policies, in effect a school could carry on using the 2006 regulations and comply with the 2012 regulations.
So why has so much time and effort been spent on designing a new appraisal system?
